I believe, from Hak’s reaction here (chapter 243), that he never truly moved on.

He says he will forget his vow to Suwon now, like he never did, until this very moment.

Now he says “there is no going back”.

He was waiting for an occasion to hear an explanation from Suwon but he never got the chance to talk to him before.

He was somehow hanging on the possibility that things could be solved, that things could return to the way he imagined them to be when they were all still happily living at the castle.

And now he is realizing it's not possible, it never was.

He is realizing he needs to let go of that hope that kept him going on until now.

And it hurts.

There is so much emotion coming from Hak in this interaction. He’s mad on SooWon’s behalf because the man is both sick and injured yet insisted on wearing heavy armor. He’s uncomfortable that he cares this much about SooWon so he hides his face to try and distance himself. Hak isn’t very good at being honest about how he feels and can’t bring himself to actually chastise SooWon for pushing himself, but he also can’t stop himself from doing something when someone he cares for is in pain. This results in Hak awkwardly blurting out an order to someone he’s always been aware of as having a higher status than him - this also means he views them more as equals now, in a way he wasn’t able to before.

And then there’s SooWon. He accepts Hak’s direction without any pushback, when with everyone else he’s been stubborn in fulfilling his duty to the extreme. I think it’s because he knows Hak isn’t preventing him from continuing but rather accommodating him so that he can keep going. The armor is symbolic of their vulnerability, and the fact that not only does Hak assist him in removing it without hesitation or gripe but also that SooWon actually reached out for help is such a beautiful moment for these two. Hak is allowed a physical action as a display of his care so he can more easily segue into an emotionally sensitive conversation (words are hard, people), and SooWon opens the door for collaboration by taking the first step in accepting his weakness and asking for help.

Yona fans who go like "I will never forgive Soowon" are so silly in my eyes, tbh, I'd even say they're a bit cringe. Acting as if Soowon committed a crime against them personally (I say we give him a prize for getting rid of a shitty king).

I'm sorry for Yona and Hak, but I am even more sorry for Kouka's people who had had King Il as their ruler.

A lot of people already articulated this way better than I ever could (little late to the party I know), but I this whole thing breaks me.

Soowon has shown many many many times that he still cares very much about Hak and Yona still. So the moment he hears they are in danger he didn’t even hesitate to head off to find him.

And Hak is completely at the end of his rope. Because for the last however many months his whole world has revolved around Yona, Yoon, and the four dragons. And now he’s alone. Yoon is in the wind and he watched the other five disappear. He’s desperate and here Soowon is, probably the only person left who has mystical ties to this and Hak is desperate that he can do something, anything.
